To promote engineering services to support development, we will have to enhance the following functions:
1,Formation of a network of companies
1,Matching to form a network of companies
In order to provide not just a single technology but also composite technologies, it is necessary for a company with a core technology to quickly form a network with others, so that the requirements for receipt of orders can be met. It will take time to create a common concept and direction that will serve as the foundation of the network. However, in order to more quickly set up a competitive network among companies it is necessary to create an environment that facilitates corporate alliances and establish a system to form a network of companies. As one of those efforts, we will enhance the matching function for corporate alliances and contracting orders.
Additionally, in order to create a new network of companies we believe it is effective to generate the successful cases of receiving orders through corporate alliances, dispatch the information on these cases and enhance the existing network of companies.

2,Enhancing the coordinating functions to support the network
To support the formation of the above network of companies, we will formulate strategies that meet the needs of the market. We will also aim to build the coordinating functions that match market needs, and the technologies that can be offered by service providers.

3,Nurturing leading companies and a group of companies
When a project-oriented group of companies is formed, the existence of a core leading company is important. In fact, we are supporting nurturing leading companies that are forming groups of companies or arranging to form groups, and are moving to create leading companies.

4,Linking with a corporate research platform
Consequent upon the dissolution of the vertically integrated industry system, corporate transactions are shifting toward a horizontal arrangement. In this situation large companies are utilizing outside services in their research and development so that they tend to build and proceed with a project-oriented platform of diverse participants. This project-oriented platform does not have the same fixed suppliers, and with the outsourcing of the development phase there are quite a few cases of joint development of modular parts. Therefore, it is important to create a group of companies or companies that can participate in an in-house platform that is formed from the R&D phase. For that purpose we will support the collection of information on R&D activities among large companies and their needs for outsourcing.

In the development of advanced cutting-edge technologies, it is desirable to first formulate a technological strategy through the collaboration of industry, academia and government based on the foundation of many research organizations and corporations in Kyoto, and to then undertake the development of technologies that have global competitiveness. To support that effort it will be necessary to provide financial assistance for development, coordinate the alliance for development and strengthen the policy for protection of intellectual properties.

2,Enhancement of the IT infrastructure for manufacturing
With the development of the 3-D IT, it is indispensable for the manufacturing industry to take advantage of IT. We will enhance the foundation of IT, and promote the improvement of IT skills among manufacturers, including the use of simulation technology, product measurement technology, evaluation technology (CAT), and 3D-CAD, -CAM and -CAE.
3,Marketing
With the development of information and communication technologies, such as 3D-CAD, -CAM, -CAE, there is a trend toward the elimination of prototypes from the manufacturing process. Thus it will be necessary to have marketing skills to identify the fields that need prototypes and to analyze new needs for prototypes.
Universities and venture companies need prototyping for developed products, and large companies and research centers need a wide range of outsourcing. So, there are different needs according to the target group of companies or research organizations. For instance, in the concept of the worldfs fastest prototyping center, in Nagano Prefecture, the target is narrowed down to ga desk-top factory,h a specialized mini-sized machine that can sit on a desktop and utilize an accumulation of super-precise and micro processing technologies. Therefore, we need to build a marketing strategy based on the competitiveness of the technologies owned by individual participants and the market analysis.
It is particularly important to have the function that cultivates the market and clientele from the standpoint of industrial marketing that is targeted at intermediate products for which no final product is necessary, as well as manufacturing equipment.
4,Dispatching information [S/B advertising]
We will dispatch information widely about the technological skills of the [engineering service] companies in Kyoto and their ability to provide full services to comprehensive orders on the basis of alliance. We will try to enhance the functions to handle customer inquiries and match them to service companies, and will dispatch information about the service companies and their order-support functions to Japan and the world.
5,Evaluation of technologies and creating trust
Normally, a prototype does not take the shape of the final product. Therefore, it is difficult to visualize it and the presentation is not easy. Accordingly, it is necessary to set up a method with which to describe the technologies in the prototype. It is also necessary to create an environment where the ideas, know-how and technologies for creative prototypes and product development are guaranteed to receive proper evaluation and compensation. We will arrange for the creation of topics and news reports, such as arranging for companies in Kyoto to jointly work on product development. We will continue to set up an evaluation system by a public organization that can generate the effect of enhancing trust.
6,Nurturing human resources
"People" remain the key ingredient in the process of innovation in new products.
Therefore, it is necessary to nurture human resources that will play the lead role ininnovation.
